Target Shooting on Fish and Wildlife Refuge

I'm going nuts looking for a place to do some plinking. Sure I'd love me a 1k yard riffle range but hell I'd be happy if I could find a 10 yard long hole in the ground so I could practice some ccw stuff. I'm not picky but damn, CA is pissing me off.

So I ask you this. Has anyone looked into the san louis National Wildlife Refuge? It's near me in Newman (95360)

I'm hesitant to reach out and ask as I'm pretty sure I'll get the typical knee jerk reaction of... OH, you are one of THOSE types. NO! No guns ever and you are a bad person for asking. Then I point out that those pesky federal laws and they all come back with something along the lines of Well we have a special F*** Y** policy that lets us say NO. Hell the BLM website for the Hollister just comes out and says that while yes they are supposed to allow shooting on their land they have ruled that no land withing 150 miles of San Francisco is "suitable". Funny, a perfect radius of unsuitability.

Anyway, I have been digging deep online into the policies for the Fish and Wildlife services and here is what I have or should say have not found.

    1. I have not found anything in print that says NO to target shooting here.
    2. The law that allowed guns on BLM land includes, specifically, land managed by Fish and Wild life.

HERE is the only mention this reserve and gun usage and it does not prohibit "target shooting" much as it does on other preserves.

And HERE is the actually language that opened up blm land.

So if they don't prohibit it and you follow all other regs then it's allowed right????

usually only in a designated shooting range, you cant just go out to a wildlife area and plink, the Dept of Fish & Game once told me only during hunting season and only shotguns and no clay shooting either, he said something about animals get poisoned if they eat the clay pidgions

if it's not a designated shooting range the answer is no.
