Need some info to fight proposed city ord

I'm trying to put together my thoughts for a city council meeting to speak against a new regulation on kitchen table gunsmiths. The city staff seems to feel that the only hoops a gunsmith there are no additional hoops jump through to sell a firearm, instead of repair other than a FFL, nothing with CalDoj. So if someone could give me a perspective of what doj requires for sales that go above and beyond atf regs, that would not be applicable to a gunsmith, who would only be doing repair and basic mods I would appreciate it greatly.
