I want to borrow my brothers 7mm Weatherby. Since I'm not transferring ownership, he's loaning it to me, can he ship it direct to me, or must he ship it to an FFL? I'm getting conflicting answers when it's a loan, not a transfer of ownership.

If it's shipped, one can only ship a long gun to a resident of their own State, or to a licensee in another State. Your brother could drive it here and give it to you...but he can't ship it across State lines to you.
He could ship it to himself at your address though...and of course nobody but him could open the package.
