    Registering an Unregistered Handgun

    I have a regular customer who owns a handgun that is not registered to her. It was registered when bought new from a dealer, then sold by the original owner in a private sale back when that could be done without going through a dealer.

    She is considering registering it so she can put on her CCW. Can she just submit a Report of Firearm Ownership form to DOJ? The original owner is no longer around.

    Does it matter if its on-roster or not? I would not think so since she legally acquired it in-state.

    Would a pawn/pawn return be a better way to do it? Any advise would be appreciated.

    So long as the weapon was privately purchased prior the imposition of the FFL transfer requirement, a Voluntary Registration form would be the appropriate avenue to put the weapon into AFS.

    There is no requirement for a contiguous chain of records back to the original purchaser.

      As long as it was done prior to the law requiring transfers go through a dealer, I would think that it could be submitted through the CFARS website.

      In some respects, it might be better to just get something else and not register what is legally owned, but not registered, which might be a bit paranoid, but ...

        I'm with you on that. Some folks are more trusting of government than others. She was planning to just dispose of it and I'm trying to convince her that isn't necessary.

          CFARS should be able to handle it for her, but from what I've heard through others who have tried that with OPLAW purchases it takes some time for it to show up in the AFS. Pawning it might be a quicker solution.
