I'd be very surprised to see an indictment against Dr. Baca.
He's been dis-associated from the daily operations of the department for quite some time. The former undersheriff actually ran the department with a pretty firm hand. Most members of the department saw two very different chains-of-command at the top for the past few years.
The Baca chain-of-command spent more time looking outside of the department. He was very committed to spreading what he saw as the positive leadership initiatives of the department. He travelled a lot and really lost sight of what the department was doing. He was basically clueless and didn't figure things out until just a few months ago. But then it was far too late, and he was firmly established as ineffective. I do give him credit for finally realizing it and stepping down. I actually really like the man's values and principles, I've just been incredibly frustrated at his inability to put them into practice.
The alternate chain-of-command led to the Undersheriff, It filled the void and placed a premium on crime fighting, and on personal loyalty to the Undersheriff. The Undersheriff had a lot of talent for running the department but, IMHO, did it with a shortsighted view that didn't give enough attention to the other, non crime-fighting, aspects of running a 17,000 person enterprise. I often saw him micro-managing crime fighting efforts while leaving significant enterprise management stuff to much lower-level managers.
The shenanigans that produced the recent indictments are all products of the alternate chain-of-command. There have been 18 indictments against low-level "Fedayeen" members of the department, but the decisions that directed their conduct came from the top of the "alternate" chain-of-command.If you build a man a fire, you'll keep him warm for the evening. He will just drift away. The worst Sheriff La County has had. One dirty bastard. I jumped ship before the poop really hit the fan. I have several deputy friends and the rank and file couldn't stand him.Comment

Will be interesting to find out. There obviously has to be some connection to his sudden announcement to step down which takes affect tomorrow which is his last day. I speculate that some substantial news may come out first or second week in February.Comment

Baca worked for my father in Civil Division about 40 years ago. Yup. I'm not even sure if that total is his "Sheriff" retirement or the combination of his Division "Chief's" + Sheriff's pension(s). Prior to him winning the first election as sheriff, he retired as a division chief with LASD.
