Traffic light question

This question is in regards to the meter lights at the freeway entrances.

Posted under the lights are tags that state "one car per light per lane" (or something to that affect)

there are always 2 separate lights per lane but only one car ever goes on a green. Is this because the other drivers follow the law and im a serial traffic offender, when it comes to these lights and go with the car infront of me?

whats the law regarding these lights? is it legal for two cars per green per lane?

On this topic, I am also interested to know any LEOs opinion of driving through these lights without slowing down. For example; You enter a two lane freeway on-ramp with no traffic in front of you and do not slow all the way, but time your approach to make it through on a green light going 30+. I assume that because it is a light not a stop sign then this is okay, but I wanted to get other opinions.

Sorry but no, it's not legal. One vehicle per green is the deal. If it's a two lane on ramp with separate lights for each lane, then one vehicle per green per lane. The white signs with black letters saying so are enforceable.

ill stop doing it now that i know its illegal but isnt that statement open to interpretation being there are two lights present for each lane? And both lights turn green at the same time?
