Short answer is No. You have to be with an agency and depending which one you will have to follow strict restrictions regarding off roster guns. Bare minimum training is an investigator academy for tier 2 and Tier 3 group. Tier 1 are basic post academy graduates. Keep in mind, just because one have a post or investigator cert doesnt mean you can buy off rosters gun. You will need to be hired in the listed agency as well. IMHO...

What is an investigator academy, and for that matter what's an investigator cert?

Pretty much anyone who works LE (no matter what tier the legislature has put them in) has to attend a basic academy. Tiers mean nothing when it comes to training and title, each and every person in those tiers are by definition Peace Officers that fall under some subsection of 830 PC.

Not all tier 2 and 3 agency requires basic academy. For example, in tier 2 and 3 such as DMV, dep. of insurance, dep. public health, and state lottery to name a few does not require basic academy. You can go through what they call it a Specialized Investigator Basic Course (State Investigator Academy). You can read up on it on POST or Goldenwest College website. Again, just because one have a post certificate doesn't mean that you are sworn. One of the requirement to purchase off roster is you must be a sworn peace officer.

if you think im wrong then let me know because i dont want to give out any bad info.

Zzwaste is correct. For example, a DMV cop in CA takes the abbreviated investigator academy (3 months or something) but is still considered a sworn peace officer in the state of CA.

The problem is almost every investigative agency requires you now to attend a basic course and not the investigator academy. They will hire you if you lateral with an investigator certificate, but newhires usually have to go through the basic course for agencies like DMV, ABC, Insurance, etc. This has been the norm for a few years now. Not even sure if the investigator course is going on anymore (even at Golden West).

No, but your PC832 certificate substitutes for your FSC.

Zz is partially correct. It's not just an investigator's course. There are lots of agencies that are considered limited peace officers and the training is different. They all have to complete a POST certification, but it may not be a POST Basic certification. The officer must meet the minimum training standards to be a peace officer in california. For example, Deputy Probation Officers are classified as peace officers under PC 830.5. The training requirement is 40 hours of PC832 for unarmed deputies and add the 24 hour POST PC832 firearms component if armed. Now, to maintain their status, we have to complete an additional 160 plus hours under Standards and Training for Corrections (STC) for those working in detention, with an additional 170 hours of STC for those that then transitioning to the field.

All that being said, you can only buy off roster if you complete the minimum 40 POST hours of training AND are a duly sworn officer with a government entity.

Just having the training does not work, you need to have your work ID stating you are some type of peace officer.

Sounds like everyone is correct. Whether they receive their post training through basic, investigator, PC832 or other means one must still needs to be sworn to purchase off-roster.
Very good educational post about different type training for different LEO classification.
