How many guns can I legally sell in a year without a license?

I'm the shooting sports director for our local BSA council and I'm in possession of all 27 firearms the council "owns". I am the registered owner of all 27. We are a small council and don't need all 27. I'm looking to sell off 3 shotguns and replace them with newer guns and looking to sell 8 single shot bolt action rifles and 2 mag fed bolt action rifles. I did some googling but don't know that I found a definitive answer on selling off "collections" if this would qualify as such.

Please refer to Penal Code sections 16730, 26000 and 26515.

As a Private Party Transfer (PPT), you can do up to 5 "transactions" per year, but you can sell multiple guns in one transaction. (PC16730)

13 guns to sell, if you do 5 PPTs with 3 doubles this year, next year 5 more and you are done.

If you want to have them auctioned at a shop such as Mt. McCoy Auctions (formerly Lock, Stock and Barrel), it is probably just one transaction. (Not a PPT.)
        Link: Mt. McCoy Auctions

Easier to auction and be done with it, but you would make more money selling here but more work and time required.
Accept offers based on who buys more items in one transfer maybe.

        Penal Code section 16730
        (a)
As used in Section 31815 and in Division 6 (commencing with Section 26500) of Title 4, “infrequent” means both of the following are true: (1)
The person conducts less than six transactions per calendar year. (2)
The person sells, leases, or transfers no more than 50 total firearms per calendar year. (b)
As used in this section, “transaction” means a single sale, lease, or transfer of any number of firearms.
