Is it Legal to Own Pen flares and Signal Flares In California?

Signal flares - yes
go to any west marine shop and you will find a ton of boating related flares and smoke pots.
Is it legal to use them- for emergencies yes
Can you be charged criminally and civilly for using them- yes.
