Does AB48 completely ban certain handguns?

Let's say for example the Springfield XDM 9mm. It only comes with a 19 round magazine and they never made a 10 round version. Before, I could SSE the XDM and receive the magazines as a parts kit which could then be blocked.

After 1/1/14 would we still be able to do this?

If not, doesn't that mean guns such as the XDM would become illegal in CA?

The gun itself won't be illegal, through SSE.

You will have to get the mags blocked out of state, though, to 10 rounds.

Then you being mag blocks and put them in a the FFL during your 10 day wait.

Yes, with a Large Capacity Magazine Permit that should be possible.
