    dhs submits the bid for 2 million more rounds.

    So they are buying at least 2 million more rounds. Just look at the bullet weights they requested.

      The bigger picture is they are keeping the factories busy producing ammo for them which in turn leaves the rest of citizens out of stock.

          Agreed. Which also opens the door for more fear hoarding. Vicious cycle.

                Hell just tell them to shop in the Calguns market place.
                Yeah they are going to have to pay 3 times more than it is worth, but it is available.
                I guess they should have prepared and ordered early and piled it deep yadda yadda yadda,

                            I expect this to be in contract soon and keep ammo away from commercial market. The result is another panic pricing.
