Those incidences were accociated with DOJ Division of LE folks - not BoF folks in particular. (BOF was the former Firearms Division before its demotion to be a subservient entity to LE Division.)

The DOJ FD Deputy AG Alison Merrilees apparently approved (via her rapid-growth paper trail) our off-list receiver purchases because she thought no usable rifle could be made from them; she wanted us gunnies to waste our $$$ buying useless metal objects.
