When you buy a gun your run through the DOJ? When you apply to be any type of officer you get ran through the DOJ? The question is really this, anytime your run through the DOJ for any reason everyone sees the same thing? Can you see expundged cases when someone was a minor in the case?

Everyone doesn't see the same thing. It depends on who is doing the inquiry. A department store doing an inquiry isn't going to be able to get the same info as, say, the FBI.
