How does pending legislation (AB 1664 1673) affect my AR build?

    Hello all,

I am about to make my first firearm. I have done a bunch of research and decided that the AR-15 is the best platform for me because it can be modified to shoot different calibers easily. As a hobbyist machinist I also thought it would be fun to start from an 80% lower. However AB 1664 and 1673 throw a wrench in that plan potentially.

    1) Do these new laws have a high likelihood of passing? Have similar measures failed before?

    2) How fast could AB 1673 pass? It seems like upon passing it would immediately change the definition of a firearm with no grace period. Should I buy extra 80% lowers now just in case I want to make a .308 AR in the future or something similar?

    3) If bullet buttons are banned, would something like armaglock meet the new requirements?

As I preface to the following two questions I should say: It is important to me to minimize the chance that I accidentally commit a crime. It is not important to me if the government does or does not know about the firearms I own.

    4) If I start from an 80% lower what exactly should I mark as a serial number? Does it matter if it is engraved or laser etched?

    5) How do I go about registering the gun?

No one knows the details of compliance.

The bill is not yet law; the implementing regulations cannot be proposed and added to the code of regulations until the bill becomes law.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

IMO I would think armaglock is a tool and attached to lower that is not permanently attached to mag. I don't think that would work!
If passes and Brown signs the bill sb880 would ban all types of AR systematically. We are screwed anyway you look at it.
ex post facto law doesn't work for gun bills.
As far as build is concern, that is totally up to OP. owner beware.
