From what I understand Evenwel v. Abbott forces the states use voter population instead of total population for redistricting? Would Evenwel v. Abbott force CA to change their senate proportioning based on total population or would it force CA to appoint an even amount of senators to each district/county?

California is ran by bay area politicians none from so cal none from northern California none from central California. this entire state is subject to a very tiny minority.

because that would happen only states with large populations would control the country and smaller states would have absolutely no say at all. that is not how our country is set up.

How about a unicammeral legislature and party list voting? That way all the rebulicans can be one big viting blaock and not spread out. Urban conservatives can join forces with rural conservatives.Comment

The state government is one of the largest institutions/employers in the state, if not the largest. It's the political/industrial complex.
The business of government is business and they are the business, in business.
None of them will let go of their gravey train without a drag-down fight to the death. Look at what the threats the Trump campaign has done to the republican party establishment.
If these upset republicans had attacked Obama as severly as they have attacked Trump, McCain or Romney would be president today. They are far more afraid of loosing their power base than they are loosing a few elections.Comment

The entire point of our bicameral federal legislature is so that the smaller states have a voice in their government. Right now, in CA, the smaller counties have no voice, and Librarian is floating a hail-mary idea to change that, by mirroring more closely that federal system.
If you had been reading, you would have learned that Librarian's proposal doesn't change the assembly, so you needn't fear -- your beloved LA & SF will still have hordes of assembly people giving free stuff to illegal aliens and other criminals.

I see both political parties opposing it simply because it removes their ability to gerrymander the state senate seats.... I think it is a brilliant and do I dare say truly progressive plan. As to the bolded. That is exactly how the US Senate is set up. 2 per state no matter population density. And that system has been working for 243 yrs.
What I personally see as a cancer in Ca that negatively influences politics. Is that the Dem Big Cities, are where the majority of both, PubSec Union members and welfare cases reside. Combined, they are the largest block of voters in the state. And they both owe allegiance to the Dems. as benefactors.
