AB 1663- Chiu, 2016 - Dead in Committee

SAN FRANCISCO - Today, Attorney General Kamala D. Harris and Assemblymember David Chiu announced legislation to close the “bullet button” loophole. This loophole enables a firearm owner to use a bullet or other pointed object to quickly detach and replace a weapon’s ammunition magazine, converting a rifle into a semi-automatic assault weapon. An individual can switch magazines on a gun with a bullet button within seconds. This bill would expand the classification of assault weapons to include semi-automatic center fire rifles, which are capable of accepting detachable magazines.

Is the language available yet? I don't see it on the usual state site.

Every year is the year to hold the line. They never stop and we never get anything overturned. Even our big Peruta win hasn't changed anything as they will appeal every thing we get. I'm getting tired.

I'm keeping my FPC and NRA memberships up, but man.

Let's see whether they envision registration or confiscation of the current EBRs.

I believe they mean bullet buttons will then be considered detachable instead of fixed.

AWESOME! Where can I get one of THOSE bullet-buttons?

I've got a Remington 1903-A3, a Krag 1896 Carbine, and a Large Ring M96 that I would love to convert into a semi-automatic assault weapon just for fun.

If some level of government had that information, what would they do with it? How would having that info benefit public safety? How would it benefit law enforcement?

And then the question will once again arise, "If bullet-button rifles are considered detachable, will owners be able to take out the bullet button and replace it with a standard mag catch if the law passes and they have to register their rifles as assault weapons?"

By my understanding, a rifle with a "bullet button" has an affixed magazine that requires a tool to remove it. How will the language be changed to require the magazine to be more affixed?

It goes to show the language of the law doesn't matter to these people. The law says using a bullet to release the magazine makes it fixed. It's not a loophole if it's specified in the law.

So now any gun that's center fire will be illegal? They talked about BB but that's a fixed magazine gun.
