This will have no impact whatsoever on real crime or public safety. What it will do is turn the victims into criminals.

Why don't they also pass a law criminalizing rape victims? If the victim of rape doesn't report the rape within 2 hours they'll be arrested on a misdemeanor.

No, the rapist might be caught sooner and that could prevent another attack. If it were not reported in a timely manner the victim could enable the attacker to rape again. Same logic as this stupid proposal.
