Illegal- not really that big of a deal... depends on the range... some will allow you to ask others if you can keep their brass....
If the shooter wants their brass back, then technically it is a theft as you do not own the brass....
Is it yours? No-
If you take something that is not yours... I think it falls into the wrong bucketRule 1- ALL GUNS ARE ALWAYS LOADED
