If your primers aren't seating you probably have a military crimp that needs to be removed.
A little google search yielded Pac as Polytech Ammunition Company.

Swage the pockets and it'll seat like factory brass. Alternatively you could trim the crimp away. 90% sure what you're dealing with is a crimp...even some stamped .223 cases have it.

Post a pic of the primer pocket. A lot of people think 223rem is not crimped. But a lot is crimped.
Been gone too long. It's been 15 to 20 years since i had to shelf my guns. Those early years sucked.

You may want to look closer at the headstamp... I have cases that appear to be "PAC", but a closer look at the 'A' and its an awkward 'M'.

As others have mentioned, the primer pocket needs to be swaged due to the crimp. I have cases stamped '.223' that have had a crimp and required swaging.

You can buy a Primer Pocket Gauge (go/ no-go tool) online from Ballistic Tools. It will verify if your swaging or chamfering enough to fully remove the crimp or if the primer pocket is too loose to properly hold a primer.

I got a bunch(1500) nickel plated 223 stamped cases and I had trouble also. I looked close and they all needed a small crimp removed. The good old Dillon Super Swager did its job and all the primers seated easy.
Probably need to swage/cut the primer pockets. One reason I do not do 223 on my Dillon.
A 30cal will reach out and touch them. A 50cal will kick their butt.

Any update? Did swaging fix your issue?

I always have my rifle brass trimmed, de-primed,and swaged to remove primer crimps.
                  Should solve your problem.
