No. State law says that you may keep a firearm at your campsite. However, said campground may have a no firearms policy. Do what you feel is right in that event.

"Any person over the age of 18 who is not prohibited from
possessing firearms and, if otherwise lawful, may keep and carry
a firearm or have a firearm loaded at his or her place of resi-
dence, temporary residence, campsite, or on private property
owned or lawfully possessed by the person. (Penal Code, 12026,
    12031 (h), (1).)"

If its the Vallecito camp ground in Anza Borrego State Park, Guns are ILLEGAL... But, I bring a hand gun for protection anyway.

      Weapons
Loaded firearms or weapons of any kind (crossbow, bow and arrow, slingshot, etc.) are not allowed in Anza-Borrego Desert State Park. Weapons must be incapable of being discharged and must be in a case.

Well lets hope there isnt a mass murderer at the park. A friend thats in the Marines and me are breaking off of the camp party to go on a hump. Won't feel right without our firearms Oh well, we'll still have our Ka-Bars

Is there any part of desert around the outside of Anza Borrego State Park that is legal to discharge firearms?

Yes there are, down near the southern edge of Anza, by interstate 8 and Plaster City there are plenty of places to shoot. Just check with the BLM, and Carrizo Wash.
