Bare receivers are not subject to the 30 day rules because it has no offical caliber, even if printed on the receiver.

Check with your ffl. Show them a pic.
PSA does not sell KS47 as.a stripped lower.
But since it comes with a pistol grip and adjustable stock..the ffl may.comsider it.not legal even thou it is not a complete rifle.
They wont make a CA compliant version rifle.

2A zone was.selling one a few years ago. They might accept it if you can get PSA to ship it.
Been gone too long. It's been 15 to 20 years since i had to shelf my guns. Those early years sucked.
I really miss the good old Pomona Gun Shows.

Caliber has nothing to do with it.

It's not stripped but it's sure not fully assembled either.
It only comes with a mag catch, bolt carrier and upper receiver.
PSA does not state that they will not ship it to CA like they do about assembled lowers.

              That's a review.
If you read the compliance link, it says they will ship it to California because it does not fall into any of the restricted categories.

                In the CA compliance section.
They will not ship CA so called assualt weapons to CA.
And This would also include other makes and models of these same firearm platforms manufactured by other companies.

                That lower falls under platform.

OP. If you do get one. Please post that its possible. Its been about 4 years ago i tried.
Back then the only way to get one was to use a third party. Audiophil.but did not want it that bad.

The FULL text from the california notice on the product page is this:

Due to recent changes in California state law, Palmetto State Armory will no longer be able to ship so called "assault weapons" to the state of California. This would include all Palmetto State Armory AR-15 complete lowers, AR-15 complete rifles, and all Palmetto State Armory AK-47 rifles. This would also include other makes and models of these same firearm platforms manufactured by other companies. Example: Colt AR-15 rifle.
Stripped lowers are NOT assault weapons unless they are on the Kasler list like the Colt listed above.

Here is what they have posted in their terms and conditions:

Notice how they have specifically excluded California from the STRIPPED lowers list?
That's because they will ship them.
