Suggested to ask this question in the Competition sub-threads.

Or go to a different forum like brianenos.com

You'd probably get better answers from folks that actually use and push the 2011 platform in competition...

Hi, do you have a frame already? I suspect the frame you use will get dictated by what you can ppt, if you don’t have one already

Have you found a smith? A lot of the 2011 smiths mentioned on these forums were not taking new work when I asked them in late Sept.

        Good luck !

Receivers/frames are not listed on the Roster of Handguns Certified for Sale.

Therefore, a CA FFL dealer can only legally transfer it as a "handgun" via exemption (LEO sale, PPT, etc) or transfer it as a "rifle, receiver".

If it is DROS'd as a "rifle, receiver"; then it can only be utilized to make a CA legal rifle and utilizing it to make a "handgun" will cause the resulting firearm to be an illegal SBR (weapon made from rifle).

If it is DROS'd as a "pistol, single-shot" or "pistol, single-shot, receiver/frame"; then it can only be utilized to make a dimensionally compliant bolt-action single-shot pistol or as a dimensionally compliant break-open single-shot pistol. In order to remain CA legal while in CA, the pistol will need to remain confgured as such.

If DROS'd as a "pistol, semi-auto" or "pistol, semi-auto, receiver/frame"; then it can be utilized to make a CA legal semi-auto pistol.

Buy one of the base model SVI on roster. Send it back and wait 16 months. You can have whatever you want done to it. Cost ~$6k

Doesn't matter because if he wants to stay legal he can't buy any mags.

Build a Limited-10 or whatever it's called. Don't worry, a competitive one will cost you plenty.
