I'm looking at a possibly off roster version of an approved model (not sure about the SKU) that's in Phoenix. Would drive out there myself if I can do it as a PPT in AZ.

No....for several reasons. There are no legal workarounds, except intrafamilial transfer.

"PPT" is a California thing, between 2 unlicensed CA residents, using a CA FFL because that's how CA law is.
A Person To Person transfer, available in many other states, is also a transfer among same-state residents, but skips the FFL.
If you are a CA resident, you cannot drive to Arizona and legally perform a Person To Person Transfer - that would violate Federal law at the 'five years in prison' level.
You could buy a gun from/through an AZ FFL and have the gun shipped to your favorite CA FFL - in which case handguns must be on the Roster before that FFL may transfer it to you. No, handguns must be transferred by a FFL in the recipient's state.
And in any case, you cannot go out of state to beat the roster.Comment
