    C&R is no problem if you have no criminal record.
    Fill out form.
    Pay $30.
    Wait a week or two.

    If you have no criminal record, COE is the same.
    Get your Livescan, send in the application.
    Wait a couple days.

    Both are shall-issue.

    ALL C&R firearms have to go through a regular FFL in CA.
    You can purchase C&R long guns out of state and carry them home.
    You have to self-report to the state.

    C&R status is NOT an exemption to AW ban.
    They need to comply with ALL the CA laws.

      Also, C&R has nothing to do at all with NFA items. They are separate things. The 03FFL is not an exemption for those things, in CA or any other state.
      If you are only getting it for the ammo, it's not really cost effective. Most online sellers will ship to a dealer and some dealers charge $1-$5 to accept your ammo, plus the $1 CA fee. So $6 an order. Your 03 and COE is going to put you back nearly $150 (mostly on the COE side). That's a lot of online ordering to make it up. Now if you are going to actually start collecting, then it becomes more convenient and there are other perks, but few are monetary.

        A couple corrections and additions to the above:

        With a C&R you can buy C&R handguns out of state or C&R long guns out of state and bring them home. You must register them with the state within the deadlines after returning home. I believe for handguns it is five days. You can buy a C&R long gun directly from a California seller with a C&R and COE. All handguns purchased inside California must go through a dealer FFL unless they are antiques (e.g. 1897 manufacture). Cannot have any guns shipped to your home from out of state (unless a gunsmith return of your own gun, etc). The C&R does not provide any exemptions from assault weapons laws.
        Keep in mind that in some neighboring states the C&R license is not an exemption from the dealer FFL background check (Oregon, Nevada). C&R FFLs get a discount at Brownells. No 1/30 limitation on handgun purchases, even for modern handguns. No 10 day wait for C&R DROS at a dealer FFL. Must retain your bound book for 20 years.

          This is not completely accurate. It depends on how much you shoot, what you shoot and the value you place on convenience and your time.

          Sites like TargetsportsUSA with their prime shipping membership, any size order ships for free. Before Covid, you could buy new factory range safe
          9mm for between 16-19 cents a round. Much less than a local LGS and no need for ammo fee and background check. Sales tax is still collected. Some smaller sites do not as they do not meet the reporting threshold in sales to California.

          Another pro for your 03FFL is some sites such as Brownells give you a discount as a licensed collector. As stated by Milsurp1

          These past few months have also shown with your COE and 03FFL, you are still able to get ammo delivered to your door without waiting in line at a LGS.
          At least those kept open. Yes, you still had to find ammo in stock online.

            I did my C&R and COE last year and the processing times were

            C&R 3 Months
            COE 4 Days

            I renewed my COE a few months ago and it took 3 Weeks.

            Given the Kung Flu I would plan on things taking a little time.

              Sent in my c&r in March and got it back early this month.

              Submitted my COE on Thursday w/livescan and am awaiting approval.
              LAPD CCW Timeline:
              Application Sent/Rec'd - 10/11/22
              Interview Scheduled - 2/20/22
              Interview & Live Scan- 2/21/22
              DOJ/FBI - 2/22/23
              CCW Training - 2/25/23
              Firearms - 3/1/23
              LAPD CCW Approval Call - 3/20/23
              CCW Permit Issued/picked up - 4/11/23

                            I thought you could destroy your bound book after you license expires.....When did that rule change?
