The Remington SPR310/Baikal IZH-27 gets better reviews, but it's a personal thing. Another under $500 model is the Stoeger Condor.

I'd recommend going over to www.shotgunworld.com and doing a search on these models to see what users have to say about them. You can decide which of the pros and cons are important to you.

Ive had the chance to put a few hundred rounds through a friends and it is a shooter.

Im a bit partial to the SPR310 which Remington imports from Baikal IIRC. Both of which can be had at big 5 for under $500.

Both would make great first double guns.

I do not know much about O&Us, but I did see a few at Big 5 for $489.

Yildiz SPZ ME is the way the best choice in that price range. Light weight, good balance, and much nicer wood than anything available in its class. Another nice thing is the warranty work is handled by Briley.

They are sold exclusively by Academy Sports and they will not ship. So unless your friend lives in Texas or other areas where Academy Sports are found, the next best option is to look for a used one on shotgunworld.com, gunbroker.com,gunsamerica, ect.

O/U rifles are much less easy to find. Valmet comes to mind.

O/U shotguns are much more plentiful.

Does your "friend" want a shotgun or a rifle?
