I don't have my C&R yet so maybe this is answered in the info they send... but I'm now in my waiting period so my mind is running through all sorts of edge cases.
So Californian FFL '03 holders can't do a no-fuss transfer of C&R pistols in state. Once an evil handgun, always an evil handgun I guess...
But we can still go out of state and buy a C&R pistol with no wait as long as we report it when we return.
Just to explore a hypothetical. Imagine two Californians live close to a bordering state. One has an FFL 03 and wants to purchase a C&R pistol from the other, who is just average joe gunowner. Can they step across the border and transfer directly?
If not, would it make a difference if they both have FFL 03s?
