FFL03 Question

So it says in the FFL 03 application : "Are you in possession of a valid hunting license or permit lawfully issued in the United States?"


So I do not have a hunting license but I do have a certificate of completion of the Hunters Education Program. Would that be valid to put on the FFL 03 form?
