Really don't grasp how a topic like this can wander about for a dozen posts / posters without any substantive answer. Don't any of you folks look up the actual laws?
The mag purchase ban was passed in '99, took effect Jan 1st, 2000. After that date you could no longer purchase or import magazines with a >10rd capacity for ANY firearm. Or unless you were specially permitted by the state to do so. Or are a LEO with department permission.
There was no ban on continued ownership and use of those mags that in your possession before that date.
Any magazines of >10rd cpacity which you had in yourpossession before that date are free and clear for your continued ownership, use, you can even let someone with you at the range use them in your presence. But you cannot sell or give them away to any other subject inside the state of CA.
The burden of proof is on the govt, but if you have receipts for them you'd be well served to maintain them in case of future need. And you'd best ensure the 10+ mags you have are for a firearm type that was present in CA prior to Jan 1 2000.
