    I don't think its legal unless you already have a RAW lower.

      No, its definately not legal to build one. Even if you were to have a bunch of the lowers already registered you cannot transfer them so there would be no point to do it. Try doing this in AZ or some other state and it would probably be a cool idea.

        If you had a bunch of RAW lowers, you could use taht .50BMG upper on one of them. Transferability of the lower does not matter.
