Riverside Sheriff Stan Sniff Is Working To Expedite CCW Issuance

"As many of you know, the wait time for a CCW in Riverside County is now two years. Despite having a pro-CCW sheriff, years of budget cuts combined with an ever-growing demand for CCWs has resulted in a backlog of CCW applications.

Sheriff Sniff, a longtime supporter of 2nd Amendment rights, has been working hard to address this problem. The sheriff has partnered with CRPA and NRA to help address the backlog of CCWs; through careful financial management, he has found a workable solution.

Making use of freed-up surplus funds, Sheriff Sniff intends to temporarily double the size of the county’s CCW unit to tackle the backlog. In doing so, the department will dramatically reduce wait times for a CCW, making the right to bear arms more accessible to all of the law-abiding citizens of Riverside County.

CRPA proudly supports this effort and would like to thank Sheriff Sniff for his dedication to the 2nd Amendment, and to the law-abiding gun owners of Riverside County.

Surplus funds and we still only have one deputy in the Jurupa county area? Just before the election, found funds for CCW's, but still not "shall issue." Wait maybe that's next, it is election year after all.

Per a sgt. I spoke to soon after I organized the Neighborhood Watch almost 12yrs. ago there is one deputy per shift in the unincorporated areas. I live in Winchester, which stretches from the Lake Skinner area to the Wildomar and Menifee city limits. When those cities were still county areas, there was still only one deputy for each shift. I doubt if it has changed since Sniff was quoted in the paper prior to the election saying if he couldn't get the needed funds he would have to lower the number of deputies in the unincorporated areas. I guess that means no deputies by his reckoning.

I worked for LA County Sheriff and while in patrol, I primarily worked a county car. We had contract cities just as Riverside County does. Here is something most of the public doesn't know; when a deputy assigned to a contract city car calls in sick, the station either pays OT for someone to work it or more than likely, they will remove someone out of a county car to work the city area. I had that happen frequently. They must fulfill the contract which delineates how many deputies are assigned to that particular city for the money they pay.

Since my former dept. is the largest in the country, we always had 2-3 units working the county area, so even if one was "ripped" off to work a city car, we had coverage. That doesn't occur in Riverside County obviously since there is only one deputy assigned to each unincorporated area. Not safe for the residents and definitely not safe for the deputy.

I provided this info to make everyone who didn't know this aware of it. If Riverside doesn't do this I'm sure Chad will point that out, but I'd be surprised if it isn't done the same way LASD does it. I don't know that Chad can change this since he will only be able to work with what funds the BOA gives him. As I said, this was for info only. Also, I doubt very much the Winchester/French Valley (same thing, same zip) area will ever be a city as there isn't enough industry/commercial area for taxes to make it viable IMO.

That’s too bad. I don’t think anyone really wants a puppet in office that was the third choice of the puppeteer, and has no experience at this level. Moreover, it’s even more sad that gun people would value the ease of obtaining a CCW over the ability to effectively run a huge department and keep us safe.

I don't see this as an either/or. Your argument seems to say either we get a CCW -OR- we have a tidy RSO. I think one is causing the other.

The reason we want (some say need) a CCW, is because this dept is currently run so poorly, that it is ineffective. Lots of great officers, I know a few, great guys. The enterprise though, is broken.

We want a smooth-running department, sure, but we want the legal right to be our own safety should (God forbid) the need arise.

It's Sniff's lack of funding and personnel excuse for the ridiculous 2 year wait before an interview that raises my eyebrow. There are tens of thousands ccw applicants that are waiting, and even more that would like to apply but haven't because of the wait period. They are literally sitting on a gold line. There's so much money generating possibilities with this, but they are throwing the opportunity out the window. We need a Sheriff that will knows how to build a department with limited funding, know how to capitalize and think outside the box, and stop making excuses. If funding is Sniffs goto excuse, then maybe he should step down and let someone else run the department.

This is ridiculous and it’s apparent you don’t know what you’re talking about. The RSO LOSES money with every application; they don’t gain money. There’s a reason that RSO is $300 for a permit and the cities (Murrieta, Beaumont, Hemet) that are issuing now are doing it for $700-$900. The cities won’t issue permits at a loss, the Sheriff has to because he follows the law and charges what the law says he must charge.

Everyone I know except for 2 people that have applied with RSO have gotten their CCW. The issue has never been the Sheriff, it’s been getting people to actually apply. You can read my posts on Riverside CCW issuance from all the way back in 2015 when the wait was 6 months total and people still wouldn’t apply.

The truth is that some people would rather talk about something than actually get away from their keyboard and do something about it. I’ve been helping people go through the CCW process with any questions they have for over 2 years and the biggest hurdle has always been getting people to actually do it.

If someone is telling you that you can’t get a CCW permit in Riverside that person is lying and has never applied.

I’d like to see any proof you have for that ridiculous claim. CCW application money doesn’t even cover the costs of issuing the CCWs, there’s no surplus to funnel anywhere. If you think he’s taking department budget money (taxpayer) money and somehow funneling it to outside groups I’m sure the county auditors would love to speak to you.

Sniff has been a strong supporter of the NRA and gun rights for years in this county. You can read the number of letters he has sent over the years to the legislature and governor supporting our gun rights and asking them not to pass anti-gun legislation.

There’s a reason why both the CRPA and the NRA support Sniff. He is pro-gun, pro gun-rights and supports the organizations that work to protect our rights.

This isn’t the first time that Brandon Combs has used his influence within gun rights groups to target Sheriff Sniff and then failed to follow through on his promises. I’d refer everyone to the “Fix Riverside” campaign he ran last time Bianco ran for Sheriff. The CRPA nailed it when they said this is a campaign to get more donations.

The current wait time for a permit is now around 60 days. So you could call or email today and have a permit before Bianco even takes office.

There’s nothing “inside” about it. I just talk to people that are applying or finished applying. If you follow the riverside ccw thread, the wait has been around 90 days for the last few months. Once more people were added to the unit they began working on removing the backlog.

By the time Bianco takes office there will be virtually no back log and all of the wait times will be in response to his policies. It’ll be interesting to see how low he can get them along with the increased demand from accepting self defense as a GC.

I called in July of 2018 and got a date in June of 2019, I called back in late September and got a date at the end of October, went to my interview and now waiting on my qualification class to come up this month.

After being in the office and seeing them work, I can say this, they are SWAMPED, they never stop working. It is in no way the fault of any of the deputies in the CCW department as they are doing their best. They added new staff and it is helping out tremendously, they are just trying to get caught up currently.

Also on the same note as Sleighter, with Bianco getting into office, the amount of applications that are going to be submitted now will at the very least, keep a 60-90 day wait time for the time being.

If your thinking about getting a CCW but scared of the wait time, just do it, it took the birth of my son to get up and actually do it. Don't be me, just do it already.

I called in July of 2018 and got a date in June of 2019, I called back in late September and got a date at the end of October, went to my interview and now waiting on my qualification class to come up this month.

After being in the office and seeing them work, I can say this, they are SWAMPED, they never stop working. It is in no way the fault of any of the deputies in the CCW department as they are doing their best. They added new staff and it is helping out tremendously, they are just trying to get caught up currently.

Also on the same note as Sleighter, with Bianco getting into office, the amount of applications that are going to be submitted now will at the very least, keep a 60-90 day wait time for the time being.

If your thinking about getting a CCW but scared of the wait time, just do it, it took the birth of my son to get up and actually do it. Don't be me, just do it already.
Hopefully this will all speed up as Bianco eliminates unnecessary elements of the process. If done efficiently, this could almost be a "walk in-walk out" or a week or two at the most proposition. I read somewhere that they want to make it an online process.

If Bianco can do it, I am all for it, everyone on here would be for sure. I would love to see more of my non police family members get their CCW's but they are not nearly as "motivated" as I am. the lower wait times would help them get their butts into gear.

I would love to see that for our county, only issue with going online is going to be added cost for R&D. If I'm not mistaken Murrieta and Beaumont went online through a 3rd party and they pay out the nose, triple the cost. Not sure if this is a decision made by the cities to recoup costs or if its due to the third party fees.

I am sure Bianco has done this research already and has a plan in place though, it is simply a waiting game for us common folk now.

I hope RSO doesn’t go with a 3rd party, that would be a huge loss for everyone. They cost 3x as much (illegally) and they require the same good cause as RSO while also mandating the psych eval and neighbor visits where they tell everyone that you want a CCW.
