Default 2019 New FSC PC 31640(d) Documents for Y'all to Use!

Merry Christmas Calgunners. Yes, it is I, El Rojo aka tenpercentfirearms aka Wes and now doing business under a new shop Westside Arms. I just made a present for us all. Here you go.

https://www.dropbox.com/s/tne9s6su48..._5145.MOV?dl=0

And see the attached .doc file (when is Calguns going to join the new decade and allow .docx attachments?). You have my full permission to alter and use this to your hearts content.

I think I like making it the size of the back of the FSC as it will be hard for them to claim you didn't give it to them when it is literally printed on their FSC! If you don't like that, when you cut it out and give it to them, there it is. You keep the top copy they signed and staple it to their test sheet. One more stupid law conquered and moving along.

And for those of you who have no idea what I am talking about here you go.

Quote:
PC 31640(d) Commencing January 1, 2019, the test shall require the applicant to be provided with, and acknowledge receipt of, the following warning information:
(1) “Firearms must be handled responsibly and securely stored to prevent access by children and other unauthorized users. California has strict laws pertaining to firearms and you can be fined or imprisoned if you fail to comply with them. Visit the Web site of the California Attorney General at https://oag.ca.gov/firearms for information on firearm laws applicable to you and how you can comply.”
(2) “If you decide to sell or give your firearm to someone, you must generally complete a ‘Dealer Record of Sale (DROS)’ form and conduct the transfer through a licensed firearms dealer. Remember, it is generally a crime to transfer a firearm without first filling out this form. If the police recover a firearm that was involved in a crime, the firearm’s previous owner may be prosecuted if he or she did not fill out the DROS form. Please make sure you go to a licensed firearms dealer and fill out that form if you want to sell or give away your firearm.”

It is very nice, thanks, but somehow I don't think having your info on it is a good idea for everyone else :-).

Yeah, this one took me by surprise. I had not heard of it. I was busy yesterday and it seems that there was a CA DOJ bulletin which mentions it.

Perhaps a different thread is in order, but there seems to be an issue with firearms that don't have a serial number, which would include old C&R firearms. I have to wonder what harm to the value of an old firearm will occur when you have to put a CA serial number on it.

I would not center the text, and instead use normal formatting.

I don't think that there is a need to have the FSC info, including the instructor and everything else as long as the customer signs it since that customer signing it and getting a copy is all that matters.

Good idea Kem. I was just thinking to make it look as similar as I could to the safe handling demo form. Just to keep it easy. I wanted something on there so we would know who the FSC instructor was should questions arise down the road.

It is a Word document. You can download OpenOffice or Libre Office, both of which are free.

If there is an approval, it could be changed to be generic and then uploaded as a PDF, but any changes need to be made as well. I can post either as a PDF, but I would prefer to get permission first, especially with what Wes created since it is unique.

I like what Wes did, although I need to test it to make sure it prints correct with my printer, since it keeps the document where it is needed. I don't file the customer agreement sheets with the FSC, so it would be hard to find. His saves paper, which is good too. It could be printed out as a separate sheet as well.

What it currently is (with the name removed) is:

Quote:
Firearms Safety Card Addendum

31640(d) Commencing January 1, 2019, the test shall require the applicant to be provided with, and acknowledge receipt of, the following warning information:

(1) “Firearms must be handled responsibly and securely stored to prevent access by children and other unauthorized users. Yeah, that is a good idea when there are different instructors possible, but just their name would work. I hate on the FSC demo form that I have to sign and date it multiple times.

If you use what Wes created, then it is on the back of the certificate and less paper is needed, so it is all kept together.

GREAT INFO, Kem... Did as you suggested and downloaded Libre and was able to print off what "tenpercentfirearms" created with great success. I'm sure that program will help with other doc's I've had trouble printing.
Thanks very much,
John

I absolutely hate having to print the DROS form twice when they could have simply left a spot to sign again and put in the date and time of delivery. They don't seem to care as long as it isn't their paper and ink.

So that is my motivation here. One less piece of paper I have to store for five years before I shred it all!

You mean like how they used to charge for the HSC certificates and now with the FSC we get the some money, but more expense?

I print the second DROS on the back of the first one. Less paper.

I like that they added the time periods for the DROS, so they did do something better than before. The main thing I would like to see is one DROS submission for any number of firearms. Why have a page for each firearm? As well for CA PPTs it tends to take up two pages.

Perhaps they have investments in paper, ink/toner and shredding companies.

Don't you need to update your signature?

Great idea on printing the "Delivered" DROS on the back of the original.

Regarding the PPT two page problem, I've taken to reducing the text size to
"Smaller" to get it on one page. Hope the auditor doesn't forget their glasses.

Do you do that for all of them or just the PPT?

I know that option existed under Windoze, but I use Linux and I don't know that I can select that. Where is that setting? I could print two pages on one and that will make it very small.

I do use Windoze! Top line header..."File", "Edit", ect. Hit "View". Drop box shows "Zoom" hit and reduce to whatever size tickles your fancy.
Saves a sheet.
As for Linux...?

FYI: The new FSC answer sheet has the required info on it and they have to sign it. There is the question as to giving them a copy, but it seems that going over it with them might be enough. A copy is better though.

I just did my first FSC of the year and used my new system. It worked like a charm.

And thanks kemasa for sending me that out of state intrafamilial transfer customer. He just came through too!

I plan to try your document as well. I have been meaning to test it since printers each print a bit differently.

Glad it worked out for both of you on the transfer, much better than his coming all the way to me.

No kidding, but the question was how much harm. It could drop it to near zero if people are not interested in it due to the marking or have not too much of an effect if it doesn't bother them. I know it would vary depending on the people.

Glad it worked out for both of you on the transfer, much better than his coming all the way to me.
My square on the back was a little high, but good enough to still fit. I don't need it to be beautiful, I just need it to be on there. I wish the government good luck proving the customer didn't receive the info when I have a signed paper from them saying they got it and they still have a copy of their FSC with it on the back.

From what I was told, there really isn't requirement. You can just read them the info and the answer sheet now has the signature requirement.

I agree with you, but I also think that we are (justifiably) being paranoid. Just because you are paranoid doesn't mean someone isn't after you.

I just conducted two more FSCs today and printed out my forms perfectly. I am so proud of this system. Anyone else actually using it?

I haven't issued a FSC yet, but I plan to use your document, but the FSC answer sheet has the wording on it now.

We're using it and putting the small version on the back of the FSC when we laminate the cards.

THanks!

Well I am glad some of you are finding it useful.

This is a little off topic, but why not ask anyway. Are there new FSC tests out? I ask specifically for the how old do you have to be to buy long guns question that I now know is complicated. But that isn't much different than "Can felons ever own guns again?" question that I tell people, "Remember, for the purposes of this test, felons can never own guns again."

Thanks for the heads up about the new test form kemasa. I guess it is too early in the morning to go log into it. Sigh.

Yes, new tests, new answer sheet, new manuals.

Don't you like how they inform you? It would be nice if they put the version info on the web page, but no, you have to download to see that it is new.

There was a thread which mentioned that they updated it. One person said that it was going to be updated well before they managed to update it, but you could ask for it.
