Cool, another waste of a law that only law abiding citizens will adhere to...

So who will be inspecting your home for compliance, how will they enforce this law.

This is equivalent to driving in the fast lane, legally it is a passing lane only

Not enforceable, and if your guns happened to be stolen while not "locked" how are they gonna prove anything when you say it was locked. The perp broke the lock and took it with them.
