Default Shipping Ammo to an Individual Out of California 2023

I have seen threads from 2020 and want to know what the proper procedure is for shipping ammo to a buyer outside of California in 2023? I see all of the laws that apply for transfer within the state but how do I legally ship it to an individual in another state?

The cost/benefit becomes an issue with weight. Also considered hazardous material.

Where are you planning to ship?

That isnt an issue. I am aware of Limited QTY Exceptions (What used to be ORM-D) and freight has been included in the price per round. It is shipping to Illinois. I just want to know if I am able to ship it out myself at the UPS hub or do I have to go through an FFL to ship out of state. Also, can we ship directly to the buyer or does it have to go to their FFL to verify their state FOID card.

Not hazardous material . Goes with orm D cartouche/ symbol on package ground usps. No label saying small arms ammo like it used to require. 9 OC has it wrong.

ORM-D died Dec 31, 2020. https://www.phmsa.dot.gov/training/h...rm-d-phase-out

Personally,I would think that the state law only applies to in state sales as far a round limits go and also regarding the use of an ffl above a certain quantity.
If your destination state does not regulate the private citizen receiving it then you are not transacting a transfer in California.
Otherwise,ship it to yourself to Ill.

I would think that is what hunters and competition shooters do.
Just my opinion,I am not a biologist nor a lawyer.

Still no definitive answer if I can load up ammo in my car, drive it to UPS, slap a label on the box and some black and white diamond stickers and ship it out of state? Am I correct to believe that there is no other procedure since the ammo is going out of state and not shipping within the state?
