The huge deficit is due to all the wasted time, effort and $$$ in the 3-1/2 years or so when the 5 clubs couldn't get their act together and come up with a proper and fiscally responsible plan for the rebuild. In the entire time the R&P range was closed USI was hemorrhaging $$$. That is a fact plain and simple. Throw in Corona, the ammo situation along with some toxic employees and yeah I can see how the whole thing is on the edge of bankruptcy...
The dirty little secret about this whole misadventure is that it was completely avoidable. The most likely culprit to projectiles going over the hill was the standing and shooting sections. If the powers that be had simply eliminated those on the rifle side and added elevation bars to the remaining benches the range could have stayed open while a proper plan was fleshed out.
