Default Would it be illegal to reload ammunition in a Los Angeles City Park?

Legitimate question. Me and the boys are just trying to have a good time on some lush grass cooking some burgers at the grill at a city park bench and crank out some ammo. The only thing I can see regarding firearms is no firearms allowed, but nothing about ammunition.

Precursor... yes, I understand that I could be harassed to days end or wrongfully arrested. That's to be expected and what kind of commie are you being concerned about that if you aren't willing to express your very few freedoms?

Great idea I have a press mounted to a 2"x8" and easy to bolt to picnic table. When I go to our club I process brass. I won't deal with powder in open air in an exposed setting. When I was a teenager Frank Pachmayr use to load ducks on tailgate of his truck at Kern Refuge.

I am not a lawyer, but it doesn’t sound illegal to me.

However, is it a good idea? Well, sure I’ve heard plenty worse ideas, but this isn’t the best one I’ve heard. I don’t really do much in the way of reloading anymore, never really did.

I would, however, be in the kitchen baking cookies the night before the match while my husband (then fiancée) loaded the ammo. He was focused on that, I was focused on the cookies for the guys and gals at the match.

I just prefer ammo that I know was loaded by somebody fully focused on that task without being exposed to the elements and cooking.

I’m not trying to nanny/mom you, just saying it might be “better” to do one then the other.

However, if you pull off both, simultaneously, and the meal and ammo turn out splendid, are you looking for a job?

Why on earth... why????? Keep the grill’n separate. Plus, you’re in LA. There’s no good park in existence there. Make a desert run if you must and do it there and you can even shoot what you just loaded up. Silence & solitude. The weather will begin to cool down shortly there as well.

being out in the open area will have a breeze / wind gusts, not good conditions for precision measurements, or things flying across the table and getting lost in the grass.

if you ever go to the range , just the slightest breeze knocks things off the table, or trying to use a powder measure and scale.

Processessing brass in the park? Sure, have fun!

Reloading in the open air in L.A.? Not so much. But if your going to do it. Have fun.

Really think your only city legal issues are powder and completed rounds.

AFAIK...

If the park is attached to or part of or associated with a school/college/university, then it would not be legal under CA state laws to have ammunition on property. It would need to be in a locked container within a vehicle to be CA legal.

If you have more than 1lb of blackpowder or more than 20lbs of smokeless powder, then you will need a permit from the CA State Fire Marshal and comply with CA Fire regulations pertaining to the handling, storage, and use of explosives.

If the park has nothing to do with a school/college/university and your group/event is handling less than 20lbs of smokeless powder or less than 1lb of blackpowder, then there are no CA state laws that would prohibit reloading in a public place.

However, you will also need to check local (county/city) ordinances to see if possession of explosives (gunpowder is treated as if it is an explosive) is prohibited/restricted.

From a practical standpoint, you can reload in that environment. I applaud your effort to consider asserting your rights. But I wouldn't do it.

Be aware of liability and legal issues, if powder or primers get spilled into park ground/bench, or spectators (especially kids) take home live ammo. You can easily get distracted by talking to strangers, and lose focus on safety. Reloading is not picnic.

he wants to reload ammo. which is not just processing brass. he wants to have a finished fire-able ammo at the end of the process.

Having containers of gun powder is probably going to fall somewhere under current fireworks laws in public.

I could certainly see that being the path the fuzz decides.

Besides the obvious (obvious, being a gentlemen doesn't open carry in a Land of Libs, so, why an open ammunition display), I'd think you'd want four walls to reduce any errant breezes or wind.

Unless you're dumping measured volumes rather than weighing... but, even then. Good luck dropping the charge through the funnel and into the brass with anything beyond a 3 MPH breeze.

Good thinking (excercising your 2nd Amendment right in whole), bad idea s(subjecting hoplophobes to ammunition components and explosives [even smokeless]).

Could be what it takes to bring media attention to reloading now that they’ve (they being media and politicians) already screwed us on loaded ammo. I am always curious where the balance of exercising rights vs pointing out to the enemy that we have something they can take from us. (When those MFs that get in groups to shove open carry in everyone’s faces get on the news I wish none of them had been born)

That aside, it’s probably legal, if it floats your boat go for it. I’ve reloaded outdoors once (at the range) and only once for some of the mentioned reasons.

If, and don’t get offended by this, you’re just wanting some attention, you could probably get in the news without it being for anything gun or ammo related.

If you’re going to all that hassle don’t go out limp and do dogs and burgers. Ribs or steaks at least.
