Default Direct INTRAstate shipping of C&R rifle to C&R 03 COE holder?

I am very confused about the shipping rules for our state.

Most that are about shipping C&R long guns focus primarily upon bringing them across a state line.

MY Question:
  • Can a resident of california ship a C&R rifle from their home [in california] DIRECTLY to a C&R 03/COE license holder?
  • Or, does the firearm HAVE to go to an 01 FFL?


I am NOT interested in anything about how the laws apply to a gun in Wyoming coming here [for example].

What about a C&R rifle being shipped from San Diego to Redding, if recipient is a C&R/COE holder?

Yes, as long as the recipient has a current C&R FFL and COE. Recipient logs it into bound book and submits form to the state.
