Default 2019 SB-281 - Wiener - Cow Palace Joint Powers Authority

Basic information - would create a joint powers agency to remove Cow Palace from the Agricultural Association and be able to redevelop into housing and other purposes. While not stated, would mean no more gun shows.

--Begin text of submitted bill--

(1) Existing law authorizes 2 or more public agencies, by agreement, to form a joint powers authority to exercise any power common to the contracting parties, as specified. Existing law authorizes the agreement to set forth the manner by which the joint powers authority will be governed.

Existing law divides the state into district agricultural associations for the purposes of, among other things, holding fairs and expositions exhibiting all of the industries and industrial enterprises, resources, and products of every kind or nature of the state with a view toward improving, exploiting, encouraging, and stimulating those industries. Existing law provides that the 1-A District Agricultural Association governs the agricultural district that encompasses the County of San Mateo and the City and County of San Francisco.

This bill would require, on or before January 1, 2020, the City and County of San Francisco, the City of Daly City, and the County of San Mateo to enter into a joint powers agreement to form the Cow Palace Joint Powers Authority for the purposes of managing, developing, or disposing of the real property known as the Cow Palace. This bill would transfer the real property known as the Cow Palace from the 1-A District Agricultural Association to the Cow Palace Joint Powers Authority, and would provide that the Cow Palace Joint Powers Authority is the successor in interest to any contact entered into by the 1-A District Agricultural Association on or before December 31, 2019. This bill would make findings and declarations that this transfer constitutes a public purpose. This bill would authorize the Cow Palace Joint Powers Authority to, among other things, enter into contracts or agreements for the development of the property for affordable and market-rate mixed-use housing and establish minimum local zoning standards, including but not limited to, standards for height, density, parking, and floor area ratio, that apply to a project on the property that are different from those adopted by any other affected local jurisdiction. By increasing the duties of local officials, this bill would establish a state-mandated local program.

(2) Existing law generally regulates the transfer of firearms. A violation of the statutes governing agricultural districts is generally a misdemeanor.

Existing law provides that it is an offense to bring or possess, among other things, a firearm within any state or local public building. Among other exceptions, existing law provides an exception for guns brought to a gun show conducted pursuant to specified provisions of law, including the Gun Show Enforcement and Security Act of 2000. A violation of this provision is a felony.

I heard Phil Matier discuss this on KCBS yesterday. He said this has everything to do with land (61 acres on the border of Daly City and San Francisco) and nothing to with guns.

Converting it to housing will mean one less place for the gun shows. Wiener has been trying to eliminate that for a while, and now has another way to do it.

Weiner undoubtedly wants to turn the cow palace property into high-density, rent-controlled, low income housing. It will be a new slum called Weinerville.

It’s not just guns shows going bye bye....the rodeo, special events, religious gatherings and so on. Daly City will loose tax income, there be another place of low income housing bringing current homeowners in the area values down. A place to hide more illegals performing crimes. All this because some liberals don’t like guns! Why don’t they worry about how filthy and feces covered the sidewalks and streets are in San Francisco. Who elected these retards!

I guess they just didn't get when Yee tried this to aid a developer buddy, that the building is actually on the national historic register, as the original site of the Grand National Rodeo finals, hence the name Cow Palace.

Our new Gov was dreaming of doing both of these things back when he was Mayor of SF : ending the Gun Shows & leveling the Cow Palace for housing. It'll all happen sooner or latter.

There are very few Gun Shops in San Francisco therefore makes sense to move the show eastward closer to Central Valley say near Livermore for example.

The great events we saw over the past several decades at the Cow Palace are long long gone.

Amended on 6/18 .. Appears it got gutted, it doesn't have any firearms related law changes.

I suppose this is a win of some sort ?

I'll be shocked if there's ever another gun show there again. If there is I'll be there but - I doubt it.

The crossroads of the West gun shows here in Costa Mesa used to average 25,000 a day. The last 3 shows had a daily average of just 1,300. The nut-jobs shooting kids and the leftist media are taking there toll.

Probably has more to do with Being able to buy everything on line having it to your door in 2 days including beefjerky and Stunguns. While not paying $50 for parking and Entry.

This same scenario is developing in Santa Barbara, city council has been disscussing it for some time. State who maintains Earl Warren showgrounds, has said they no longer have funding. It's high end real estate in the middle of high end homes. City council put a stop to gun shows some years ago but the local antique gun club was able to have shows. Smells of insider development deal. Sad, no more Fiesta rodeo, national horse and flower show etc. Bought my first Sun Welding safe there in the mid '80s.

Ding ding. I haven't been to a gun show in years. When I did go, the number of individuals selling (where the deals are) was painfully small, and affordable surplus had already dried up. There was no comparison to the gun show I went to in Tulsa.
