If you plan on shooting 1500 dollars or more worth of ammo a year then it is worth it to get a certificate of eligibility and FFL 3. For the cost of those two things (about 105 bucks) you get ammo at prices no brick and mortar store can offer. For example your typical store here in California might sell 556 (62 gr) penetrator ammo at around 33 cents a round. 1000 round case will be 330 dollars with about 25 dollars tax give or take for a total of 355 dollars which is a decent deal if you can find that. I can get it delivered to my door tax free for 275 dollars which IMHO is insane.

YES! Gunfighter Tactical here in San Diego does it for FREE! Just pay the 7 1/2% tax and go pick it up. They even have the forms ready to send off to the sellers on line.
They will provide this free service as long as they can only to stick a finger into Jerry Brown's @ss.
