Default Should I get my C&R License?

Should I get my C&R License? Is it worth getting the FFL03? Some people say that its not worth it since the surplus market is drying up, but since I live in the Bay Area and the FFL is so expensive and CA ammo laws I think its still worth it. Can anyone give me any advice?

Thank you,

Dave

I’ve been wondering the same thing.

The fees for intial COE with livescan seems a bit much given that other states don’t care for such thing.

FFL03 still works if you purchase C&R out of state. You can bring them back with you IIRC. In CA, you have to go through an FFL.

If you are buying lots of C&R rifles or ammo it’s worth it. Just remember that you have to maintain a bound ledger for ... what?5 years?

I really enjoyed having mine but my safes are full... there’s a few mor I’d like but who knows if I’ll ever get them.

Bound ledger?...

Your "bound book" does not need a binder. It can be as simple as a single sheet of paper. Or you can bend over and buy the high tech booklet version on line.

I applied for my FFL03 finally in the beginning of August. Haven’t heard anything yet. Did so to buy out of state since NJ will not allow C&R to be delivered to the house and even in state can only buy from another FFL03 or FFL01 not an unlicensed individual. Figure it is worth it especially if they raise pistol permits from $2 to $100. Plus you can get a Century dealer login last I checked.

As for maintaining records I thought as soon as you turn in the license they can be destroyed.

First off, only you can judge the worth of getting one.
Basically it says you are a collector. If you only want to buy the latest OMG something or other, probably not. If you are a competitive shooter doing 1000 rounds per week, probably.
If you enjoy guns and stuff, yes and yes.

To get the most out of having a C&R you need to get the Kalifornia COE too.

Some of the benefits are:
Ammo purchase to your home,
Cash and carry for C&R guns; no 10 day wait
exempt from the 1 in 30 for handguns, modern and C&R.
Effective July 2021,
exempt from 1/30 Semi-Auto centerfire rifles.
and
exempt from the OR restriction in the SA CF rifles OR handgun,
personally acquire C&R guns from out of state, no FFL01
These are some of the benefits and there are some additional rules about using your C&R/COE.

This. While many were standing in lines for ammo, I was still having ammo delivered to my door.

Awesome post, I'd like to add, you are also exempt from transaction transfer limit (of 5) when transferring to a dealer.

I got my c&r and COE it’s worth it, specially because of the new 1 semi auto rifle per 30 day law coming soon. Screw this state. Too many gun control laws.

What about a c&r pistol from out of state?
Ship to an ffl still?
And if so - how do they enter it if it’s not on roster? As a c&r wouldn’t be.

Yes, c&r handguns need to be sent to an 01/07 FFL. They log it in the same way as they log in any other firearm.

Get it. Use it.

Hmmm - did you check and see if there was Cracker Jack dust on the license? Did it come from an ad in the back of a comic book? Maybe it’s not real if the man didn’t call you?

Don't know his situation, but I had an interview for my 2nd C&R in NV. It was by phone with someone in the Las Vegas ATF office. Took about 5 minutes and my new license was on its way in a few days.

I've never had one because I was around in the heyday of C&R/milsurp cash & carry and always did good on the street. Additionally, my go to 01 bud, would only charge me $25 buck to Receive & DROS up to 5 weapons , and would wait if they were coming from various locations. He hung up his shingle last year and I retired so I've throtteled way back. I used to scour7/8 gun forums daily seeking out deals, mostly cheap/bubbad SKSs. I've only picked up a Springfield 1911A1, Henry .41 mag, and an SKS Paratrooper since he gave it up. PAX

I can't begin to count the number of C&R guns I've picked up out of state. For me, that's the C&R's greatest benefit, that I have an out of state residence makes it happen fairly often. Recently spotted what I thought was a Smith Model 13 HB for a "too high price" and it was a Model 58 for a way too low price. Diamond stocks and an "S" serial number for eligibility confirmation and home it went.

There's a collection of HS semi pistols at a pawn shop there, have managed to put a dent in them too. Most going for the mid $300 to $400 with no sales tax, no background, no fees. A $399.99 gun gets immediately put in your hand along with a penny change.

One other benefit that I'm not seeing mentioned:
Many vendors will give you a discount if you file a copy of you 03 with them. Brownell's comes immediately to mind, and I know there are others.

I had a C&R in CA but let it expire because CA did a pretty good job of making that license nearly useless. I moved to NV last year and got a new C&R and can now have C&R pistols shipped to my door.

I have never had any interview, phone call, or even a letter (beyond the intro package) from the ATF regarding my licenses.

This is my initial. It was done by phone. Just had to go over laws and record keeping.

Usually interview is in person is what I was told but because of Covid they were doing it by phone. Still no license yet.

This must be a NJ thing since I haven't heard of that happening in CA. ( yet)

It could be. Probably because NJ just started to recognize FFL03. Yet still can't have shipped to house.
