Default Elevation Bottom out

Have a Vortex viper 6-24x 50 mounted on a 20mm base. 6.5 Creedmoor Remington 700 action. have been shooting 1/2 in group at 300yds,went out to 1,000 and ran out of up elevation. So far the thousand yard guys say up my loads, other fixes suggested are shim the rear ring. I have a set of shorter rings that will bring down the unit a 1/4 inch [going to try this with a hotter load].
Any ideas on this-thanks

I would imagine that any one of the following might help:
Burris Signature rings
rear shim
changing the rail
different scope

I wonder if altering your zero might also help a bit?

Vortex Viper PST has over 60 MOA of adjustment in the turrets. You should only need around 30 MOA to get to 1K from your original 300yds. If you need more than 40 MOA, then your reloads are anemic. That is right at the scopes ability.

If you don't have the 30 MOA that you need, something is goofy since you have a 20 MOA mount.

Edit: If you have Milrads, from 300yds to 1K should be around 8.5-9.0 (max) or so I believe. Not a milrad scope user.

How far from the bottom is your 100 yard zero? Typically you should be somewhere from 10-20 moa off the bottom stop at 100 yards, which would give you about 45moa of up.

This may sound dumb, but are you sure your 20 moa base in installed the right way? If the base is backwards, it would easily create your problem.
