Just a brief update.....I headed over for my appointment on Feb 4th... Easy as can be. Brought all my documents....they were reviewed, photograph taken, and fingerprinting competed. Literally in and out in 15 minutes.

Card arrive exactly 14 days later in the mail. They were exceptionally nice and I would highly recommend.

I have an appt in Klamath County in a couple of weeks when I go up to visit my family. What did you do for your justification letter? I hear Klamath is pretty easy, but I get hung up on these things, haha.

Thanks.

Went to Klamath today. Submitted my application. Gave her the required documents. Photo and fingerprinting done within 15 minutes. Hardest part was driving there and back. She said I should receive my permit within 4-6 weeks as long as everything checks out.

Yep, KCSD is awesome. I transferred my OR CHL from Grant to Klamath when Grant suspended issuing nonresident CHL at the time. (I heard Grant has resumed nonresident issuance.) The 300+ miles drive from Roseville, CA to Klamath Falls, OR wasn't too bad but the random wildfires would detoured me into some out of the way routes. I ended up in Lassen Volcanic NP during one trip.

Thanks to the plague rules, I was able to renew back in February without appearing in person. Originally I called KCSD to do an address change but since my CHL was expiring later this year, I ended up doing an early renewal. The CCW clerk highly suggested renewal since the plague rules were expiring soon and in person appointments were returning. I just sent in my renewal form, photo and payment, then my new CHL arrived in the mail under 2 weeks. Since I'm moving to Idaho next year, I'll probably transfer my OR CHL file to Malheur County instead of driving 6+ hours to Klamath Falls for an address change.

Is the permit a hard card or paper laminated? I have my Klamath appointment next month and they told me it is paper just want to verify.

Klamath used to be a laminated card but now it's a hard plastic one similar to Grant.

How did your appointment go? Going home for Thanksgiving so I set up an appointment for the end of the month. They were very nice on the phone.

Probably because of the holidays and end of the year but I applied in Klamath Falls on November 28th and got my permit in the mail today 1/17. Still not too bad but have to admit I was getting a little worried. They told me 4 to 6 weeks so not too far off. Could not of been easier. They are very organized and professional in the office. I was out in less than 15 minutes.

Has the SCOTUS Bruen decision had any impact on the “Compelling Statement” of good cause requirement?

For clarification are you saying that Oregon sheriffs are no longer asking for a compelling statement?

As of this morning’s conversation, according to the KCSO, a “Compelling Statement” is still required. The scope and limitations of the statement were not disclosed.

The “compelling” reason is less than a paragraph long. It’s rather simple if you read some of the other OR CCW threads.

Many have been issued from Klamath.

Do note that counties in OR don’t have to issue to non-residents, as not all counties do, and some only issue to those only in ID, NV, and WA.

Ok ok who’s driving to Oregon anytime soon. I have a truck to drive but don’t want to drive alone. I’m going sometime end of April or early may. Who’s coming let’s go. Is it advisable just to fly there and get a rental to submit an application. Can they mail you the permit if granted or do you have to personally get it yourself? Anyone who have done this might really know what’s the best route.thanks

Applied last week in Lake County. There was no request for justification on the form.
I believe the form is new/updated and not currently available on line. The process was quick and easy.

The hard/scary part was during travel. I realized we were traveling through the PRC with a 12 can clip of off-roster soda in an unlocked container with no proof of CRV payment!

What additional documentation is required when applying in Lake County?
Does the NRA course certificate have to be within a certain time frame? I only have the original course certificate when I initially applied for the CA CCW.

Stopped by KCSO this morning to drop off non-resident application. comments as follows:

1.) call in advance as a non resident to set up an appointment. For me, they were running about two weeks out.
2.) when you pull into the parking lot, the one story building where it says sheriff and emergency services is immediately on your right - not straight ahead in the corrections buildings. Go in the single door to the window/reception area.
3.) they will take your competed application, which you can print off from their website. They want originals of your driver's license, passport/birth certificate, second signed ID, etc - they will make copies. (Note: see website for list of what to bring. CA Firearms Safety Certificate card can be your second ID.) You need to provide a request statement in writing. They will take a photo - smile for the "blue light" - and take your finger prints.
4.) fee was $115.00
5.) current time to hear back is stated today as 4-6 weeks
6.) they were pleasant to deal with on the phone and in person. They were not interested in much chit-chat or additional paperwork beyond what was on their website.

They were multi-tasking when I was there, so, it took me about 25 - 30 minutes.

My WA CPL (I'm officially a WA resident) should be coming in the mail shortly. But OR doesn't honor the WA CPL. Though I do visit Klamath (I'll be there this weekend), it's generally short.

So I was looking through the various OR county requirements. It's mostly border counties that issue to WA residents. Some are specific to which WA county. Seems for me, Multnomah (Portland of all places) is my best bet. Does require the "compelling statement", but general stuff seems to be enough.

The WA one was very easy. Just ID and proof of residency (I believe they do issue out of state, but takes a bit longer). Made an appt a few days in advance, show up at the Lewis County Sheriff's office. Show my docs and filled out form (don't sign and date until you're in front of them). Wait a few minutes, get fingerprinted, pay my ~$50 and voila. 30 days is spec, but she said it's usually closer to 15. I was there maybe 20 minutes total.

I'm in an unincorporated area, but I think if you're metro yu might have to go to Popo instead of Sheriff.

Fun fact:

In WA, it's quite common that your CPL functions as a second form of ID (not for initial CPL application obviously). I was a bit surprised when getting one of those mailbox etc. accounts and it was rattled off that CPL would suffice as second ID.

We were visiting Leavenworth about 3 years ago and I applied at the Wenatchee sheriff's station. No appointment and I was in and out in less than 15 minutes. Received my (non-resident) permit in less than a month.

Update to post #28:

- set an appointment and applied at Klamath SO on 04/26/2023 while heading back to CA from WA

- approved by Klamath SO on 5/16/2023

- State of Oregon Concealed Handgun Licence mailed out to me on 05/18/2023

The process was easy and professional. About 27 days total.

No dispute about the Klamath SO. They issued my original OR CHL and renewed it once while I was a CA resident. Surely recommended for those in CA. But as for timing, you cant beat the Grant County SO. I called for an appointment to change the address on my OR CHL while I was driving from CA to ID. I got an appointment for the next morning. I left that appointment with my renewed OR CHL in hand, no mailing, less than an hour after arriving for my appointment. Not only did they print me, they took my picture and had the equipment needed to produce my new plastic CHL with my picture on it. Top notch!
