Anti-gun governor. Veto override requires 2/3rds, always difficult. Also, we got ConCarry in WV a year late since the Governor got the bill on the last day of the session and he was able to sit on it and run out the clock. Timing is a factor as well.

There are a few states that only require a majority to override, but I think all the states that are in play for this law have GOP governors who will sign it.

In Nebraska it looks like our side can’t get Constitutional Carry pass the state legislature so they’re trying to get LB 236 passed that will allow each county to decide whether they’ll allow CCing without a permit.

HB102 passed its 2nd reading in the Montana Senate. IIRC it has to pass a 3rd reading and Concurrence with the House and then goes to the governor. The bill both implements Constitutional Carry and reduces “gun free zones.”

In the race between who will pass Constitutional Carry first, Montana has pulled out ahead of Utah. The Montana governor has until Feb 15 to sign the bill on his desk. After that the question becomes which state’s Constitutional Carry law takes effect first.

Bill wasn't transmitted to Governor until Feb 11th, so he has until the 21st to sign it.

Good to see movement in Indiana. I've always thought they had more political will to pass CC than southern states where police unions and RINOs that run committees see to kill CC bills every year.

The state that is the most puzzling to me is Delaware. It is the only may issue state the recognizes permits from other states. I think that the issue with CO is that it only recognizes resident permits and only from those states that recognize a CO permit, but I may be wrong on this.

Delaware is statutorily may-issue but in practice they are shall issue and OC is generally legal w/o a permit. I believe CT is the same way in regards to permit issuance.
You're correct on CO. I wish a qualified plaintiff would sue Denver since:
1) They ban OC and
2) CO doesn't issue NR CCW permits and
3) CO only recognizes certain RESIDENT permits from other states
So in essence you are a resident of the wrong state you are SOL if you visit Denver.
One case (Peterson) already bit the dust because they only asked to get a non-resident CCW and the court basically did what Peruta did, that is not look at the law in totally and say that CCW isn't a right even if there are OC bans in place.

You'll likely get a situation like MT had for years. 90+ plus percent of the state is constitutional carry while a few towns will be status quo.
