I got my FFL renewal today. I mailed it towards the end of November, the check was cashed on December 4, the license is dated February 1, and the postmark is April 4.

- mailed C&R on 31 may.
- ATF cashed check on 06 june.

Already have my COE as i work at an FFL.

Default 03 FFL inside LA city limits

question for the group:

has anyone here gotten an 03FFL inside the city limits of Los Angeles?

i applied for my COE last Fryday, and it was approved this Monday, but it dawned on me *after* i spent that money that i should makes sure there isn't some stupid city ordinance against getting one.

can't imagine why/how they would do it, since they *do*, grudgingly, allow actual retail FFLs to exist, after a fashion, but i'd rather check and see first, rather than attract their attention by submitting something they can block.

and yes, i'm checking through other channels as well, but it makes sense to ask here too.

TIA for any info.

Got an update from the DOJ, apparently they never sent my FFL03 which was approved in late May. In the meantime while it is being sent through the mail, when applying for the COE, does it matter where I get the livescan done? Quick search and the UPS store comes up other than a police/sheriff department office.

Doesn't matter where you get the COE Livescan done.
Your application lists the type of Livescan required, which will determine the cost ($70 IIRC?)

Since C & R/COE holders are exempt from the one handgun per month, if Brown signs the one long gun a month ration then wouldn’t we be exempt from that if it were to take effect?

CA PC 27535 isn’t affected by SB 1100 which is on the Governor’s desk.

Just got mine! I mailed out the forms on August 16th, and I received my license and welcome packet today. The FFL03 is dated September 1st.

I think I'll join the GSSF to qualify for the CMP.

To be honest since I’ve started reloading I haven’t purchased online as much. I just reorder components that don’t incur hazmat fees. I just buy primers and powder locally. Although I’ve only been shooting my Rem 700 5R in 6.5 Creedmoor.

Has anyone dros’d a new hand gun purchase using their C&R/COE? It was the FFL’s first time processing one and when they got to the section where they check the box that exempts the holder from the 1 in 30 an additional section that says the holder is also exempt from the 10 day wait. The FFL contacted the DOJ office and they said they had to ask this question to a field agent. So the FFL is waiting for an answer back from the DOJ tomorrow. If they have to re-dros due to the FFL’s mistake then I have already done the 10 day wait and shouldn’t have to endure another 10 day wait as my paperwork says earliest pickup is tomorrow @ 12:49pm.

You have to ask the FFL/LGS before purchase if they can/will process a 03/COE for same day walk out. Not all know how to do this or have staff on duty all the time that do. If you are in LA, I recommend Guns Direct in Burbank. But call first to ask who on duty can process the exemption.

Mailed my application on October 9. Just received my 03 in the mail today, October 29, 2018, with an expiration date of November 1 (2021). Twenty (20) days from mailbox-to-mailbox was quicker than I expected. No "welcome package," as yet.

Wow. I mailed mine Oct 22, payment went through Oct 26, and so far no results yet. I submitted for my COE the same day I sent off for the FFL and it went through near instantly. Only been 40 days I guess and a couple holidays in between but I'm really hoping it's processed before the end of the year holidays shut down everything.

Edit: Finally received it today, 15 December! So, 51 total days from payment to receipt or 31 business days.

I've moved to a different county, still in CA. I'm sending in my App for an Amended FFL.

I assume I need to send a copy to my new CLEO?
This is not a new application, just a change of address.
Any preference between Sheriff or PD?

Yes, instructions for ATF form 5300.38, which is for amendments to the FFL including address changes, says you mail the Chief Law Enforcement Officer of the locality with the same filled in form submitted to ATF.

Which one shows up when you call 911?... or... when you call 911 to tell them that you've just shot an intruder?

If your city has its own PD, and you live in an area covered by the PD, then the CoP, otherwise, the SD.
Do be careful... I grew up in "Whittier" but all but a small part of 90604 and the south half of 90605 were unincorporated LACO and served by LASD rather than Whittier PD.

Thought I'd drop it here as a data point (not sure where else to drop it):
Not for the FFL03, but for the CoE that CA requires, on the renewal of my CoE, through CFARS, I had about a 48 hour turnaround from submission to approval. You can renew online as early as 60 days before expiration.

Did not work on 61 days ahead but as stated 60 days or less.

My COE expired 11/16 due to never being sent a renewal notice. I re-applied last week (new Live Scan) on CFARS and when I logged in to CFARS today, I see that my COE has been renewed as of today...no notification, just happened to check in. But at least it didn't take forever like it used to.

If the Sheriff is the primary responder for Law Enforcement (outside of incorporated city), I would suggest just sending it to:

Sheriff John McMahon
San Bernardino County
Sheriff’s Department
655 East Third Street
San Bernardino, California 92415-0061

The staff will sort it out, and you will have met the fed requirement.

Include a short letter stating you’re transmitting IAW federal regulations, and no further action is required.

End with the standard, “Should you have questions regarding this, please have staff contact me at:....”

I did this with the local CoP, and never heard a peep.

I’m having to re apply as a new COE app as I let my renewal window pass. I just redid the live scan. Do I need to mail in the COE application or will the live scan suffice? I'm also remailing the C&R 03FFL application and the required CLEO one for Sheriff Jim Mc Donnell has to sign as he’s the CLEO for Los Angeles County for the city of Rosemead I reside in.

The COE and the FFL03 are two separate entities.

The COE application can be done on CFARS and you'll get electronic confirmation in days. You don't have to report the COE to local law enforcement.

The Sheriff doesn't have to sign anything. If you've provided your FFL03 to the Sheriff and the FFL03 hasn't expired, then you don't have to submit another.

So no physical paper application for COE has to be mailed in since I already just did the Live Scan, right?
I reapplied on CFARS online and will be waiting for the approval status by checking on CFARS.
