Questions and benefits about C&R
For the last couple of days I have been interested in obtaining a C&R. Been searching the internet and looking up on some current and old post on here.
So from what i gathered, Exempt from 1 firearm in 30 days, does this include new and current production firearms? lets say the new 2020 Colt Python for example? What About DROS, and taxes? Can't ship to home any more, has to ship to a 01 FFL? For both handgun and long gun or just handguns? from there I can just pick up and walk out with firearm? or more paper work has to be preform? but if out of state firearm purchase, cash and carry have to report to CA DOJ? Providing 03 + COE a discount from retailers like midwayusa, brownells, etc. and have ammo ship to my home by some retailers? Have to keep a log book of firearms. What about current collection? do you keep your collection together or separate? 03 FFL is in the business of collecting and not selling what about trading firearms with another 03 FFL? |

Well, it exempts you from 1-30 with regards to the California roster.
PPTs do not count. You must have a firearm shipped to a 01FFL, handgun, long gun and shotgun. Including C&Rs. When you DROS at the 01FFL/LGS, this will take care of you having to file in CFARS. No discounts with most sites and only a few will ship ammo directly to you with a COE. Brownells currently offers a discount, as does Extreme reloading. Log book is only for C&R acquired during your valid license term. As far as trades with another 03FFL, it is cash and carry but you have to report/file your acquisition in CFARS and log in into your book. Your collections book is for BATF/Federal, CFARS is State. |

You can have C&R long guns shipped from inside CA to you.
You can acquire C&R handguns and long guns while out of state, and but notify CA when you return and resister them. Yes many retailers give discounts. C&R licensees are exempt from the law prohibiting mail order ammo purchases. You must keep a book of all C&R firearms you acquire or dispose of while licensed. What you have prior doesn't matter and are not controlled in any way, except if you dispose of any of those. Then you must enter that gun in your book as to who you disposed of it to. 03 collectors are NOT IN BUSINESS in any way. They are licensed collectors. They only do three things. 1.Acquire C&R firearms. 2.Hold C&R firearms in their collection. 3. Dispose of C&R firearms. Thats it. "Acquire" means obtaining in any way shape or form. "Hold" means keep in your collection. "Dispose of" means leaving your collection in any way shape or form.

If the seller is a non-prohibited person, then the C&R long gun can be shipped to a person with a valid C&R 03-FFL and valid COE. Within 30 days of receiving the C&R long gun, that person must report the transfer to CA DOJ BOF. Outside of CA... If the C&R firearm is being shipped, then it must be shipped to a CA FFL dealer, who will then transfer it to the CA resident. If that CA resident has a valid C&R 03-FFL and valid COE, then they are exempt from the 10 day wait and 1 in 30 day wait. If the CA resident has a valid C&R 03-FFL, then that person can leave CA to physically acquire the C&R firearm and bring it back to CA. Within 5 days of returning to CA, that person must report the importation to CA DOJ BOF.

I've never had an 03 or COE, because I've always done good on the street during the cash & carry days, then after that my 2 go to FFLs were very inexpensive. Now, one has since gone out of business, the other retired his 01, but not before I was able to have about 10 rifles sent to him. I'm throttled down and only have a couple C&Rs left that I'd like...I think/hope PAX
