The unpredictable SC could reverse all of this in one decision. I would be very nervous about that.

Reverse what? Constitutional Carry is legislation passed by the states. Even if SCOTUS says public carry isn't protected at all, these laws still stand.

Kentucky: Constitutional Carry Legislation to be Heard

Update: The hearing for SB 150 has been rescheduled to February 14th.

On February 11th, Senate Bill 150 was introduced to ensure that any law-abiding adult who may legally possess a firearm may carry a handgun for self-defense without first having to go through government red tape. SB 150 is scheduled to be heard in the Kentucky state Senate Veterans, Military Affairs, & Public Protection Committee on February 12th 14th. Please contact committee members and urge them to SUPPORT Senate Bill 150. Click the “Take Action” button to contact committee members.

Senate Bill 150, sponsored by Senator Brandon Smith (R-30), would recognize a law-abiding citizen’s unconditional Right to Keep and Bear Arms for self-defense in the manner they choose. Self-defense situations are difficult, if not impossible, to anticipate. Accordingly, a law-abiding adult’s right to defend himself or herself in such situations should not be conditioned by government-mandated time delays and taxes.

Again, please click the “Take Action” button above to contact committee members and urge them to SUPPORT Senate Bill 150.

Thumbs up Iowa

Quote:
A bill that would eliminate the requirement to obtain a permit to buy or carry a gun in Iowa has been moved out of a Senate subcommittee.

The two Republicans agreed Monday to pass it up to the Senate Judiciary Committee. Democrat Sen. Tony Bisignano declined to recommend moving the bill forward due to safety concerns.

Bisignano says he disagrees with allowing the sale of handguns at gun shows and person-to-person with no permit or background check. He says eliminating the permit also does away with the requirement for gun holders to take a safety course.

The Senate bill has the support of 15 senators, the National Rifle Association, the Iowa Firearms Coalition and Iowa Gun Owners groups.

It's opposed by Catholic, Methodist and Episcopal church groups along with domestic violence and gun safety organizations.

Supporters say requiring permits and fees to own a gun contradicts the constitutional right to keep and bear arms.

Thumbs up OK House passes Constitutional Carry, now goes to Senate

The Oklahoma House passed their version of a Constitutional Carry bill and sent it over to the Senate. The Senate’s version is still in committee.

Oklahoma was 70-30 in the house. That's pretty good.

Iowa is also great news. I suspect there will be more of a push to pass constitutional carry after the attorney general ****ed up the constitutional amendment process.

Thumbs up Kentucky: Constitutional Carry passed by Senate, now goes to House

Well, that went fast! Not only did this KY senate committee hear and pass it today, but it was heard and passed by the entire KY senate!

Onto the KY House's committee, then House floor vote and then to their governor.

Woah, that was quick. I am very surprised because the last 4-5 years of CC bill in Kentucky have been more for show than anything. They typically didn't get much movement just like SC.

KY would be a nice win. If you look at the map, if it turns light green, it will connect WV with the midwestern Con Carry states. It will also put pressure on IN to the north and TN to the south to get serious about passing Con Carry.

Thumbs up OK and KY governors pro-Constitutional Carry

Quote:
Jennifer Baker, a spokeswoman for the National Rifle Association, told ABC News that in passing the law in South Dakota, it "became the the fourteenth state to enact this common sense measure allowing law-abiding citizens to exercise their fundamental right to self-protection in the manner that best suits their needs."

"The NRA has constitutional carry bills moving through the Kentucky and Oklahoma legislatures where both governors have committed to sign the bills into law," Baker said.

Thumbs up Oklahoma: CC passes Senate Cmte

All it needs to do is pass the full Senate, then it goes to the Oklahoma governor who has said he'd sign it.

Quote:
A bill allowing for permitless carry in Oklahoma passed in a Senate committee Wednesday morning after passing the full House last week.

<snip>

On Wednesday, the measure passed the Senate appropriations committee by a vote of 18-4. There was no debate on either side.

<snip>

The bill now moves to the full Senate.

With an overwhelming Repub advantage, I'm betting OK Senate passes it....

I'm also betting the KY House, with a 3:2 Repub advantage, passes it.

IOW, we should have 2 more Con Carry states soon.

Thumbs up Alabama

Alabama

Quote:
Senator Gerald Allen (R-Tuscaloosa) is working to translate the promise of the state Constitutional amendment into law. He says he will keep on filing Constitutional Carry bills until one is passed.

In 2017, the Alabama Senate passed a Constitutional Carry bill, SB2, 26-8. In 2018, SB3 died in committee.

In January of 2019, Senator Allen pre-filed SB4, which is the fourth attempt to pass Constitutional Carry in Alabama.

Some commenters at appleseedinfo.org have claimed the problem is with the Alabama Sheriff's association. Sheriffs in Alabama administer the issuance of concealed carry permits.

In the state of Alabama, concealed carry permits are issued at the county level. Sheriff's have discretion over how much they charge for the permits. By law, funds received for CC permits are collected by the sheriff & retained by him. They are not part of his normal budget. They go into a discretionary fund and the sheriff has sole authority over it. He can buy body armor or he can buy beer for an office picnic.

The Alabama Sheriff's Association has fought this for a long time with histrionic predictions of blood in the streets.

<snip>

Alabama has a short legislative session, to limit the damage the legislature can do. This year it starts on the first Tuesday in March, and meets for a maximum of 30 days with a session limit of 105 calendar days. Alabama has a Republican Governor. Republicans have strong majorities in the Senate and in the House.

Constitutional Carry has strong support in the Alabama legislature. The Sheriffs Association also has strong support.

Senator Allen says he has the votes to pass SB4 in the Senate.

<snip>

Constitutional Carry will pass in Alabama when supporters of the bill overcome the opposition of the Alabama Sheriff's Association.

Default Georgia

Georgia

Quote:
Foster said his permit arrived after eight weeks and on the same day of the attempted robbery.

"Had it happened a day earlier, I would not have had my permit. I would not have had my handgun on me, and we'd be having a different conversation, if we were even having one," Foster said.

State Rep. Mary Margaret Oliver believes the bill would be unpopular among Georgians.

"They support more background checks, universal background checks. They do not support no background check in order to carry a gun," she said.

But Foster said he believes a right delayed is a right denied.

HB2 is still in the committee process, and similar bills like it have failed in the past.

For those not familiar with Mr. Chambers, here's a news article about him from today.

Quote:
Nebraska State Sen. Ernie Chambers is taking criticism for calling the American flag a "rag" and comparing it to the Nazi swastika.

Chambers (I) made the comments Tuesday as he spoke out against a state bill that would update civics requirements for students.

"I don't come here for this rag every day, and it's a rag. That's all it is to me," Chambers said in reference to the flag. "When you show a way to persuade Jews to sanctify and worship the swastika, when you show me that I'll come up here and stand while you all hypocritically pretend that rag is something that it definitely is not."

<snip>

Chambers, 81, is the longest-serving state senator, representing an area of Omaha since 1971. He made national headlines in 2007 for filing a lawsuit against God over natural disasters.

In 2015, Chambers drew criticism from colleagues for a comment in which he compared police officers to ISIS.

I tried to find the correspondence with details, but could not. IIRC, it has to do with Nebraska being the only unicameral state legislature in the nation and Mr. Chambers having, by far, the most seniority in that one chamber.

Thumbs up Oklahoma: Senate vote on CC expected next week

Looks like things keep zipping along in Oklahoma re. ConCarry.

Acc to the video at the link below, their Senate is expected to vote on it next week. The governor says, as long as the Senate does not modify the House bill, he'll sign it. If it does get modified by the Senate, the governor (and his staff) will have to carefully review it to see if he can support it (i.e., make sure no poison pills were added).

When the whole Constitutional Carry movement started and there were only a small number of green states on that map, I figured it would never come to much, that it was only a few sparsely populated, pro-gun states that would embrace it.

I'm so glad I was wrong. This thing is starting to avalanche.

The OK law goes into effect on November 1st.

The local Moms Demand Action chapter is busy voicing its displeasure in front of every camera they can find.

Obvious answer is that ConCarry States are included in the map.

Makes no sense to have individual maps for each "level" of carry.

You would need more colors than that, because you're not including CC Open carry +Shall Issue Conceal carry, CC conceal carry but shall issue open carry, Zip Code carry, etc.

The map is "honest". The point is to differentiate between may issue, shall issue, and permitless carry states. The specifics of each one are not relevant to that map. The point is to contrast the three main levels of carry by state, not the nuance that each state has. May issue states would need certain colors as well, since places like CA and NY are essentially shall issue in most of the state, but large cities and state law have a may-issue scheme. This is very different than New Jersey and Hawaii's "May-issue" which is de facto no issue.

My state is Shall Issue Concealed carry. We are an Open Carry state that does not require a permit, but some municipalities have restricted Open Carry, except CC permit exempts your from the municipal open carry ban. That is fairly unique and it would need its own color as well. If you think this map is inadequate then you should make your own.

My only real complaint about that map is no one has changed Rhode Island to Shall issue and it has been four years since the state Supreme Court struck down may issue. Carry permits are May-Issue from the Attorney General, but Shall-Issue from the local municipality due to a 2015 Rhode Island Supreme Court case.

I have a request. Can you change the colors of the unrestricted and shall issue? Some of us color challenged have a really difficult time seeing the difference.
Maybe a darker green for unrestricted and bright yellow for shall issue? Just a suggestion.

Thanks

Unrestricted = Green
Shall Issue= Blue
May Issue= Yellow

If you are having a hard time differentiating between the colors you might be color blind. That is not meant to be snarky or passive aggressive, just saying because the blue and green look very different to me. About 10% of men are color blind, so it's much more common than many people realize.

CC Passed in the Kentucky House 60-37

https://www.wlky.com/article/permitl...house/26593303

An NRA article stating the Kentucky governor said he will sign the bill. The bill has been sent to his desk for signing since it already passed in the senate.
