Well being as no one answered, I just did mine one county over in Klamath. I just stated that I was there a couple times a year visiting, which is true. I also stated that I visit my daughter in Oregon although not in Klamath County. For you I would guess that you travel I-5 through Jackson County and legal to carry in California and Washington.

To be honest I did not get the impression they were terribly worried about your reasons. It was super quick and I was told to expect to get it in 4-6 weeks but I guess there is something that they could see, that they don't like, but I doubt it.

One thing they seemed really interested in was my California CCW. I gave them my training records, passport and drivers license. I then mentioned that I had my California CCW and they said it made a great second(third) ID along with proof of training. They wanted a copy. My guess is it makes their decision really easy as they know what we have to go through to get ours.

When I had an OR CHL issued by the Klamath Sheriff, I said that I traveled through Oregon to Idaho and did not want to disarm at the OR CA border or detour through NV to avoid being disarmed. Last year when I did a change of address and renewed in Grant County, I just said self defense. They also ask if I had permits from any other state. I said yes, Idaho, Washington and Utah. They made copies and I was out of their office in 45 minutes with permit in hand.

For Lake County, I just used something along the lines of "as a CCW holder recognized in adjacent states, I want to avoid the additional handling of the firearm to get it into an open carry status or the administrative unloading and loading while recreating in or passing through Oregon."
