Default C&R / COE Purchase from 01 FFL, was charged DROS?

Hey all,

I purchased a C&R firearm from an 01 Dealer today and was charged the $37.19 DROS fee. This is my first time making a C&R acquisition from a dealer, so I didn't expect to have to pay the DROS and have it processed. I usually just make a logbook and CFARS entry.

Is it normal practice for a dealer to charge a DROS fee to a C&R / COE?

Dealer must charge the combined DROS fees.

In CA, a dealer has to process a DROS even if they are transferring a C&R gun to a 03FFL w/COE

They don't have to do a 4473 (but most will), but there is no exemption in CA law to bypass a DROS in this scenario

All sales by 01 FFls have to be drosed. Good news is you don't have to fill out the $19 form in cfars since the dros put it in the afs system, so really its only an additional $18.
