I was going to my VA appointment and agreed to meet someone from the forum for a PPT while passing through Highland. Not one for putting someone on blast, first time there and first time I was selling a gun here in California. I figured it was just a misunderstanding on their end but wasn’t going to dispute it since I didn’t have the letter the DOJ sent identifying that we can buy and sell.

This shop just said no off roster PPT to civilians and didn’t inquire about the tier. I was also picking up a .308 lever action and was given a questionnaire to complete. First question asked was if I purchased a semi automatic weapon in the last 30 days. I said yeah I just DROS’d a semi auto shotgun this morning and he had to get clarification that it would be ok to proceed. I ended up not doing any transactions that day even after they said I was fine because it was just a shotgun. They did have a good selection of firearms though.

It looks like DOJ just updated the penal code regarding off roster handgun. They removed Tier 3 completely and updated Tier 2.
It doesn’t say anything about “for duty use” for Tier 2 anymore. Quote:

Question…when is a person “dinged” for selling an off roster to anyone other than a leo? Does the ffl get dinged, for accepting the PPT? Does doj let the transaction go through so that the seller can get dinged (sounds like entrapment). Just curious. Does the leo get a 664 (attempt to sell) charge for trying to sell to non leo?

So after much research of both CA DOJ’s site and Calguns, the muddy water states that a “Tier 1” CA LEO would be committing a law and/or regulation if the LEO were to transfer more than 5 non-roster handguns in a calendar year…? Can anyone provide a clean-cut answer to how many non-roster handguns a “Tier 1” LEO can PPT in a given year?

If I previously fell under Tier 2 (college police) and now fall under Tier 1; can I ppt the guns I purchased as a Tier 2 to non le since I’m Tier 1 now?

Has anyone heard of "Lock Stock and Barrel" out of Simi Valley. They say they run an auction house, possibly in addition to their day to day gun sales operation. I was advised that they have quiet a few LEO's as clients and have sold their off roster stuff to private citizens...in California. Sounds to good to be true

I've bought from LSB before. Great outfit. The auction house is probably the bigger business for them. They travel the country and take up large and small collections on consignment. Check out their gunbroker listings. They ALWAYS have a lot of awesome stuff.
