Should a 22LR AR-15 upper be featureless?
I am looking for a dedicated 22LR upper to share the same AR-15 lower, something like below from PSA:

Rimfire semi-automatic rifles can have all of the evil features. There's no need to change anything to be compliant. Flash hiders, pistol grips, vertical foregrips, adjustable buttstocks are all acceptable items on a rimfire semi-auto

Can larger than 10rd magazine be used as well?

Not with rimfire unless it is tube magazine or you have a Freedom week or pre-ban exception.
Feature-rich dedicated ARs are fine. Just be careful not to attach a 5.56 or other upper to it by mistake.
