Barrel is too short. Needs 18 inch barrel and at least 26 inches overall length if I recall correctly. While that shotgun has the overall length, the barrel is only 14 inches

I always take to long to reply...

You can AOW it with Form 1 or Form 4

Search AOW on the forum and read the results. Damian has posted quite a bit of info here in the past.

That's the key. It's not a shotgun on the federal level. How does the Peoples Republik define shotgun?

CA defines a SBS as a firearm with a barrel less than 18" OR an overall length less than 26". It would need to come in as a receiver. After dros you'd submit a form 1 for an AOW. Once approved and engraved you can put it together.
Relevant PC is 17710 (exemption) and 16590(prohibited weapons)

Gotcha, thanks guys. That must be how I was reading it, legal on fed level, not ca... I hate this state, we can’t have any of the cool stuff... again, appreciate the responses from all.

eBay has composite birds head grips, I’ve seen the wood ones but can’t remember where right now... I do remember the wood was quite a bit more costly than plastic

Under CA laws...
It is considered a SBS, due to it being a firearm that can discharge shotgun shells & having a barrel length of less than 18". [PC 17180(a)]
This makes it a felony to import, make, transfer, or possess in CA. [PC 33215]

In order to be CA legal...
Prior to importation into CA, it needs to be modified so that the barrel length is 18" or greater and the overall length is 26" or greater.
While in CA, it needs to be kept in this configuration in order to remain CA legal.*
*While in this configuration, the owner can submit a Form 1, to make a Title 2 AOW, to BATFE. Once BATFE approves the Form 1, the owner can then legally install a less than 18" barrel on it and remain CA legal. [PC 17710(a)]


Penal Code 17180
As used in this part, “short-barreled shotgun” means any of the following:
(a) A firearm that is designed or redesigned to fire a fixed shotgun shell and has a barrel or barrels of less than 18 inches in length.
(b) A firearm that has an overall length of less than 26 inches and that is designed or redesigned to fire a fixed shotgun shell.
(c) Any weapon made from a shotgun (whether by alteration, modification, or otherwise) if that weapon, as modified, has an overall length of less than 26 inches or a barrel or barrels of less than 18 inches in length.
(d) Any device that may be readily restored to fire a fixed shotgun shell which, when so restored, is a device defined in subdivisions (a) to (c), inclusive.
(e) Any part, or combination of parts, designed and intended to convert a device into a device defined in subdivisions (a) to (c), inclusive, or any combination of parts from which a device defined in subdivisions (a) to (c), inclusive, can be readily assembled if those parts are in the possession or under the control of the same person.

Penal Code 33215
Except as provided in Sections 33220 and 33225 and in Chapter 1 (commencing with Section 17700) of Division 2 of Title 2, any person in this state who manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, lends, or possesses any short-barreled rifle or short-barreled shotgun is punishable by imprisonment in a county jail not exceeding one year or imprisonment pursuant to subdivision (h) of Section 1170.

Penal Code 17710
(a) The provisions listed in Section 16590 do not apply to “any other weapon” as defined in subsection (e) of Section 5845 of Title 26 of the United States Code, which is in the possession of a person permitted to possess the weapons under the federal Gun Control Act of 1968 (Public Law 90-618), as amended, and the regulations issued pursuant thereto.

Penal Code 16590
As used in this part, “generally prohibited weapon” means any of the following:
(t) A short-barreled rifle or short-barreled shotgun, as prohibited by Section 33215.

They (Mossberg and aftermarket) only make them for the Mossberg 590 series.
It is not available for the Mossberg 500 series.
